Hwei is designed to take short quick trades while enemy is 50-100%hp and longer chasing trades while enemy is under 50%hp. This value differs for every champ (i.e. assassins can have 30% hp but still blow you up if you get too greedy for kill).
Hwei is also designed to get massive wave push on your enemies and poke them from distance while they are farming.
Hwei is also designed to Control Key Areas in a very oppressive manner.

The Tiny-Minor difficulty champions allow for easy waveclear and easy trading potential.
The Even-Major difficulty champions are winnable lanes if playes correctly
The Extreme difficulty champions are very difficult lanes where you will probably struggle because it is very hard to hit your abilities vs them
The difference between every lane difficulty is the number of opportunities the enemy can present for you to take small win trades.
The Easy Lanes you will get a lot of trade opportunities to shove them out of lane.
The Medium Lanes will give you some trade opportunities to shove them out of lane but you have the potential to give them just as many
The Difficult Lanes will give you very few trade opportunities to shove them out of lane but it will be very easy for you to present good trade opportunites for them
Hwei is good when he can get wave control. Wave control is the basis of Hwei's trading pattern because you want your enemy to have as few minions to hide behind as possible.
Many of Hwei's important abilities are stopped by minions and therefore the fewer minions in your way, the higher the chances are for you to hit your combos
*Note* Hwei's QQ is an AOE. For many champs, you can hit QQ on minions while they walk up to cs. They will feel safe because they are right behind minions, but the AOE will deal full damage to them
Hwei is bad when he has 2+ factors working against him

E)Hwei is nearly guaranteed to fall behind
Hwei is not very good from behind. He relies on high damage and low cooldowns to effectively control the areas in which he is fighting.
*Note* Low setup can be a factor which, on its own does not make Hwei bad, but when coupled with many other issues he can face, he will continuously lose opportunities to stay ahead. PTI this is why in my opinion (Not coach Mysterias) Rylai's is a good option for low CC comps to keep Hwei's setup relevant enough to progress in power throughout the game
- When you arrive to neutral objectives first, you want to identify the most important choke point to control. Hwei's goal is to exert equal force to protect the choke point that the enemy is using to enter it. QE>EW is extremely effective zone control in choke points because both have large AOE's.
- You should be spamming QE constantly in the mid game to control contested areas of interest.
- Inability to identify and protect the correct choke points will prevent your team from fighting with a Hwei effectively. When seeing this happen, it can be easy to feel like your team sucks and cant do anything right or that they cant protect you while you're trying to control the game. If you pay closer attention, you might find that in a lot of those situations you are actually the one throwing because you aren't using your abilities correctly to help your team.
- In some cases, Hwei can set up a primary choke point and a secondary choke point. If there is too much pressure exerted on the primary choke point and the enemy is able to enter it, you can back off to your secondary choke point until the neutral objective is taken.
- You do not want to spend all of your resources protecting a single choke point unless it is extremely important. Wait for opportunities to present themselves to you before commiting your full combo. Keep in mind Hwei is useless in teamfights if he misses R and it should only be used when it's guaranteed to hit.
Mid Game Hwei feels incredibly weak when he is not the first to objectives. Hwei thrives when he is able to find a stable location of control to set up his choke point(s). Hwei does terribly when he needs to enter an area.
Make sure you arrive first to objectives. If you don't and the enemy establishes control of the area first, you will struggle heavily to find anything useful to do aside from a few QQ/EQ's.
Another issue Hwei can face in the mid game is when all of the enemy champions have good ways of moving through your chokepoint and ignoring your blockades. Examples include Naut Q, Leona E, Thresh Q, Amumu Q, Renekton E, Galio E, Ekko E, Kat Jump, Gragas E, etc. These are not issues on their own, but when multiple are present on the enemy team Hwei struggles to contain them. Playing a more kiting strategy in this situations can be beneficial.
Hwei likes to Front to Back teamfight. Hwei will struggle against tanks. They are killable, but take a lot of time and resources. Hwei pairs well with a DPS ADC like Jinx, Caitlyn, Aphelios, Ashe as they can shred the tank while you CC lock them.
Hwei's Ult is CC! When Hwei ult hits an enemy, the AOE will stack every .25 seconds and apply a 10% slow for 3 seconds. This means the enemy is slowed by a total of 120% (More than Nasus wither by 21%) once fully stacked. When necessary in the mid game, use this ability as the CC finisher. Make sure to use it on a CC'd enemy champion who is close to their team to deal maximum damage (view this as a missile Nunu ult)
