God no. He annihilates you in all ways. He has slightly more range than you, with constant damage. He will push you back and stop you from farming, so you can't stun him. Whenever you can, ask for ganks because you CANNOT fight Teemo unless you have a lead on him (which is rare). Just stay back and try get as much farm as possible without dying
