I'm a person who enjoys playing every role, and ADC is my 2nd favorite role, because I remember all the good times I had back in Season 4 duoing with my friend. I'm currently Gold and I'm picking up ADC again.

Lucian is a powerhouse that has been underestimated ever since his nerfs towards the end of Season 4. He became very strong in Season 5 since the meta was shifted towards ADCs' a ton. He is now one of the best ADCs' in the role when mastered.

Farm, Farm, Farm. That's all you really can do until the mid game where you have Bork, Youmuu's, or Triforce. Stay behind your minions and try to line up any Q's on the enemy ADC to poke them out of lane. Try to freeze your lane at your side too, but not in the turret so they get killed.

Considering you didn't lose hard core you should be fine, and you should be able to start being more aggressive and all-ining the enemy if they're not fed, your powerspike is around 6 and 9 because you'll have ult and maxed Q by that time. Take dragons and turrets and roam as much as possible, because you can shove waves hard.

If you happen to get to this point then you're going to want to play very passive, because Lucian can be 100-0'd instantly if caught out which is why you're E is very useful if used right, all you can do now is try to get the dragons and barons with team and hope the enemy team makes some mistake you can capitalize on.

I know it's not a complete Lucian guide, but I'm just helping those who need it for the beginning of preseason and are new. I haven't played Lucian enough to know who's great against him and stuff since it's the very beginning, but this will be a guide I continue to update if it gets lots of support.
