Usually I try to rush two long swords top lane however if you are playing against a mage top laner or tanky ap champ as the meta is moving towards, then you can instead build the left side of Maw first instead of the armor pen side to counteract their magic damage top lane. Other than that game by game basis you should almost always rush your Ghostblade for the armor pen. However I run armor pen runes as well so when I rush Ghostblade I'm getting 40 armor pen instead of just the 20 from Ghostblade so I feel like if you use different runes then your item path might change.
