Introduction

In lane you usually want to just last hit with Q all day. Since you have a bunch of move speed, you will need to stack your Q to make up for the lost AP. You should still be able to get a kill if you get a gank though, Veigars always strong against AP mids ;)
P.S. Practice the STUN. Do not stun around your target, stun ON THEM. basically, your stun shouldn't rely on whether or not they will run into the wall. Practice them and get it down and you will be 10X better at Veigar.

The purpose of this build is to chase kills and hard engage. Veigar stacks AP by last hitting with his Q so if you build AP while building movement speed you can be strong but VERY fast as well. I think the trade-off is worth it when you can catch people that would have been uncatchable otherwise or hard engage on the enemy team because of how fast you can run up and AOE stun. GLHF
