I think Tele AND Clarity is a little redundant. I would replace Clarity with Flash :)

Nice build. Morgana is my main so i have a couple differences in my build. A Zhonya's Hourglass is an AMAZING item on her, it gives you armor so you can do better against AD characters and it gives you massive AP so your hitting alot harder, and most importantly the active on it doesn't break the chains of your Soul Shackles and(as im sure you know) morgana becomes a huge target when she uses that spell so the active helps alot. I use it in place of the the Will of the Ancients with the amound of damage I put out her base spell vamp is enough. I dont use a Rylai's Crystal Scepter most of the time either. When I play I make sure my team has plenty of CC so its not really needed but if my teams CC isnt enough I'll get one but I prefer a Banshee's Veil so i have that protection from 1 spell and it gives me a sign that I'm going to be targeted with CC spells so i know when to use my Black Sheild

over all though its a pretty good build but try my suggestions one time i think you'll like it
