Her slow, while annoying, isn't dangerous. Her stun is disabled with Mikael's, making her almost worthless. Simple counter.
Caitlyn
Traps are a minor threat, she can't do anything to you or your ADC that you aren't prepared for. Your ult denies hers. Simple counter.
Corki
His escape ability, combo'd with his range from his rockets makes him annoying, as he can just fly away from you after a slow, but so long as you can dodge his rockets, he's of no real concern.
Draven
His high damage with decent mobility would normally be a big threat, except he cannot keep up with you thanks to the near constant slows.
Ezreal
His teleport is nothing, because he has no damage, especially early on. With two of his abilities being skillshots, just stay moving and you won't be hit too much. Your carry will demolish him
Graves
Graves has high burst and some mobility. He's somebody to watch out for after 6.
Jinx
Jinx is a joke, but not quite as funny as Ashe. The only thing threatening about her is her trap. Early game it's not a big threat though
Kog'Maw
Kog has amazing range, and slowing him/speeding yourselves up won't help too much. Best you can do is try to dodge all of his abilities, and speedup away if he dies near you.
Kalista
Slows barely affect her, and she has a counter slow, combined with her ult makes her a nasty piece of work to fight. It's winnable, but not easy.
Lucian
Lucian has strong mobility thanks to his dash, and his passive gives him strong trade and burst. Slowing him won't always be effective, however he shouldn't be too threatening to you or your carry.
Miss Fortune
Her AoE slow does nothing, as you can slow her or speed both you and your carry up and away from her. Her ult is also very easy to dodge.
Quinn
If you're not prepared for Quinn she can easily destroy your lane. Her bonus damage from her passive is a real threat early. Her fast skillshot that blinds makes trading hard, and speeding up your carry can often get them killed if they don't dodge Valor's blind. Her ult will be pretty weak though, as you can easily outrun her.
Sivir
I put her in the middle, mainly because laning against her can go one of two ways. You can either win really hard, or lose really hard. If she's any good she'll spellshield before you go to stun her or slow her, and she'll walk all over your carry if you're not careful. On the flip-side, her damage is high, but she is also very very squishy, so a good slow will kill her.
Tristana
Her range increases as she levels, combined with a delayed bomb and a leap that resets on kills makes her very mobile and very volatile against you, even over your slows.
Twitch
Very high range post-6, very threatening even if you slow him. Twitch can go invisible, and ambush you if he does it well. By 6, even if you slow him, if he was already on top of you, you can consider yourself dead unless your lane is already ahead. Buy a pink ward or two and drop them in the middle of the lane. This way he cannot sneak up on you very well.
Urgot
If he's intelligent, he will use his ult on whomever you ult, effectively cancelling it out unless you are cautious and exhaust him + speedup your carry/yourself if either of you get caught.
Try not to get hit too much because he's pretty good at finishing people off with his Acid Hunter.
Varus
High range high damage poke with an ult that snares. Before you get Mikael's Crucible, you're going to have a hell of a time countering him. Combined with his AoE slow, he is not fun to lane against. Ult your carry if he lands his ult, but make sure you don't use it too soon.
Vayne
High damage decent mobility, a stealth ability, and a knockback/stun counter your speedup. You'll want to try to stun her if she gets too close. She's threatening, but definitely beatable depending on your carry. (END OF ADC LIST)
Alistar
***DANGER***
AoE healing on all friendly targets that lets him ignore collision, combined with Headbutt and Pulverize, he is a very serious threat. Flash Pulverize, a few steps, and a Headbutt into his turret and that's a kill. Whether you ult them or not they're dead. Play with extreme caution. If he lands a Pulverize, double bomb him for a stun and speed up your carry to get away.
Anivia
High damage AoE ult with a slow, a strong wall that counters your speedup, and a strong stun make her awful to fight. Paired with her passive, you'll have a tough time taking down a good Anivia.
Annie
High burst, and a strong AoE or single target stun makes this a tough match-up. If she's with a bursty ADC (Draven, Graves, Sivir, etc.) they will bully you as much as possible early-mid game.
Bard
I can't say too much about Bard. Haven't played him, and I haven't seen a lot of him. I know his ult has insane potential to save or kill, and his through-wall portal thing makes chasing him interesting. I would recommend not going through it unless you have Mikael's ready, as he will stun you when you go through.
Braum
Braum is a silly choice to counter Zilean. He is slow, and speeding up your carry makes him waste his mana in anticipation of an attack. Only threatening thing is if he flashes and gets his passive stun, and uses his ult to follow that up. Mikael's it and you're good to go.
Cho'Gath
AoE knockup with good damage, a cone silence, and a true damage ult make him a very strong support, as he can secure kills for his carry, or get them himself if he needs to. Your ult counters his, but his can come out of nowhere. Be on guard, and be ready to slow him and Mikael's his knock-up.
Dr. Mundo
I don't see very many Mundo supports, but I put him in anyways, to try and cover everybody. His Q poke is good, and his sustain is really good, but he doesn't offer much else in the support category. He can be dangerous though, do not underestimate him.
Ekko
People who play Ekko support piss me off, because they don't support they just go straight for kills. He's a real ******* with a good AoE damage+slow, a teleport attack, and another AoE slow/stun that gives him a shield. Paired with an ult that turns back the clock, he gives the real timelord a run for his money.
There isn't a whole lot you can do to try and counter him. You need somebody with hard cc that isn't hard to land to keep him down.
Fiddlesticks
A fear, a silence, good sustain, and high damage AoE ult gives him decent presence. All you need to do is Mikael's his fear when he ults in and slow him. GG Fid.
Janna
Long range knockup, AoE knockback+heal, a shield, and a slow. She's a really strong support, but not super threatening. I'd put her somewhere in the yellow zone, depending on her skill.
Karma
She has some damage, and a **** slow. Not a threat by any means.
Lee Sin
Same thing as Mundo, Lee is a very uncommon support. However, if you should run into him, you should know he is extremely threatening to you or your carry. A charge, an AoE slow, a friendly shield charge, and an ult that does insane knockback. If the Lee isn't bad, one of you is probably dead. Your slow is very strong if he already burned his Q's and W's.
Leona
***DANGER***
Leona is full of slows stuns and damage reduction. Do not pick Zilean if they have a Leona.
Lulu
Annoying, as she can easily deny a kill with her ult, and turn a fight around with it. She will poke you, but she isn't too threatening unless her carry knows how to play with her. Don't underestimate her though.
Lux
A strong snare, but not awful. Mikael's it if your carry will die to some aa's, her globe, and ults. Her shield is weak before 10, unless she maxes it early. If she does that, her snare is worthless though.
Morgana
Hilariously enough, her snare is much more annoying that Lux's. Her spell shield is very strong against your bomb poke, your stun, and your slows. If she chains you or your carry and you cannot get away with your speedup, Mikael's it as soon as it snares you.
Nami
I don't have much to say about her. Watch out for her attack steroid slow, and her ult is pretty easy to dodge, as she telegraphs it really really hard. Speed up and get out of the way. She'll poke, and heal, but it's not too bad if you're smart.
Nidalee
Her traps give sight as free wards. Run over them when possible so it doesn't give your junglers ganks away. Don't eat spears, and you'll be alright. Beware she has good burst and an attack speed buff on her heal, so don't get caught low.
Nunu & Willump
Strong sustain, good slow and attack speed debuff on e. Good attack speed buff on friendly targets, as well as movespeed, plus an ult that nukes people. If you are ever running slow when near brush, speed up and gtfo.
Orianna
Strong AoE pull in, slow, and shields. If you get caught you'll probably die. Play smart, play safe, and she won't hurt you.
Shen
Shen is a very strong support, but easily countered as Zilean. He doesn't do damage, but he has decent sustain because of his natural tankyness, and he can taunt you. Watch for his ult during any fight.
Sona
Poke, heal, and an ult that makes you dance. Pretty tame laning phase. She's a safe champion, not unlike Zilean and Soraka, except with the ability to heal. So you have to poke a ton to keep her mana down.
Soraka
Soraka is very much akin to Sona. Strong poke, and if she lands the hits, strong sustain while healing her carry. Play safe early, and when you go to poke, hit her, not her carry.
Teemo
Portable damage+slow wards (mushrooms), a blind, and a poison make Teemo annoying to most people.
Zilean and his carry will have no issues, as long as you don't push too hard while low.
Thresh
Don't get grabbed. Mikael's his box slow. Slow him and his adc and run away.
Blitzcrank
Same thing as Thresh though, except Mikael's the knock up.
Taric
Targeted stun, good duo heals, and insane burst + armor reduction makes Taric scary if he gets close. Early game he isn't a threat. His stun is weak. Mid to late game is where he gets really dangerous.
Twisted Fate
Endless mana, AoE slows, a targeted stun, and decent poke, with an ult that lets him teleport. Strong presence the whole game, dangerous as midlane, carry, or what have you. Mikael's if you're in trouble. Just outpoke him otherwise.
Zilean
Well, this is awkward... Now this lane comes down to the carries. Dodge the double bomb stun.
Zyra
Strong control, frightening at 6. Lots of CC and poke thanks to flowers. Same advice as other heavy CC enemies.

This is my first guide, so I'd like to apologize now if things seem out of place or poorly constructed. That said, let's get started.

Optimally you'd want to use Mp5/CDR, Hp5, and AD runes, for sustain and poke. Feel free to play around with other options though.
You can use hybrid penetration runes instead of AD runes, but only if you want to dish out the IP for them. Theoretically they could be the superior choice.

ZILEAN is an amazing champion for teamfighting, picks, and saving friendlies.
He has amazing potential at any given time, but especially after 11, when you have rank 2 ult and 40% CDR
