Easily poked down early, not too much of a problem unless you are range for a Headbutt/Pulverize under turret.
Annie
Not too bad pre-six, no healing abilities to speak of to out-trade a stun + Meep AA + Thunderlords Combo. Careful post-6.
Ahri
Rare to see an Ahri sup these days, but I've seen it a few times to I'll include it. Her mobility makes hitting your ult and stun difficult, and her charm is easy to land due to your large hitbox and low mobility early game. Squishy, so focus her down when she engages.
Ashe
Easy to out-trade with a stun combo, but ECA can be a pain in your arse if used properly. Avoid extended trades unless you are ready to all-in.
Blitzcrank
Don't play this. Never play this. An excellent Blitz will completely zone you out of teamfights and laning phase. Remember, you have no escapes beside Flash if you get pulled. Not to mention he can GRAB YOU OUT OF YOUR E.
Braum
Don't even sweat it fam. Beat him and his ADC mercilessly pre-6, than just be careful of Glacial Fissure + Winter's Bite.
Aurelion Sol
A tanky mage with great zoning and an AOE stun spells trouble for our lil caretaker, as getting inside his W range is difficult against a good Sol. His ult is basically a lovechild of Monsoon and Command: Shockwave so engaging is hard.
Caitlyn
Outranges and out damages you, has a built-in escape to dodge Cosmic Binding, be careful in this lane.
Corki
Corki is not much of a problem pre-6, but Missile Barrage damage adds up fast.
Ezreal
Sit back and taunt him right in the face at the nonexistent damage he deals once you get your items. Your Q is on 1/2 the cd that Arcane Shift is. Stay behind minions and trade AA and Q when you have a Meep.
Janna
You can't kill her, she can't kill you. Near stalemate lane unless your ADC is awful and gets caught out.
Graves
Smokescreen takes away your ability to use your meeps and skillshots. Not good. Will burst you down easily, so stay away fomr walls. Make sure is Q is down when you go to use a portal, and bait out his dash to get a stun after.
Kalista
A good Kalista will destroy you with the powers of hopscotch, whereas a bad Kalista will get locked down and obliterated. Skill matchup.
Jhin
He has a small AA range, wait till he is out of bullets to engage. If you can time your ult perfectly with his reload, he will come out of ult unable to attack, get stunned, STILL NOT ABLE TO RELOAD, get bursted down and not be able to fire one shot. Just don't get stunned.
Jinx
Somewhat annoying as her range with Switcheroo! can out-trade you. Easy to engage on though, and your ult makes hers miss.
Karma
Her poke damage is simply unreal, and her movespeed buff makes her hard to hit. Play for the mid-game when teamfights start up.
Kog'Maw
Stun, AA, Thunderlord's, and have your ADC get the kill. One dead bug comin' up, clean up aisle bot lane.
Kayle
Surprisingly difficult to deal with, she out damages and outranges you with an on-click slow and stupid high damage. Recommend an early Locket.
Lucian
His mobility combined with high damage and a good passive makes a good Lucian a bigger lane bully than you are, stand away from your minions to avoid being hit with a long-range Q. Wait for his dash before going for a stun.
Lulu
Boring lane. Neither can trade well, due to your heals and her shields. Play for later in the game.
Lux
Out ranges you and zones you. Annoying to deal with, side step her stun instead of running away and return with a stun of your own. Recommend Merc treads.

Pros:
- Amazing Teamfighting - Lane Bully.exe - Vision and Roaming is extremely easy - Decent Late Game Heal - Low CD stuns - Strong Late game scaling with Passive - With 45% CDR, you have a 40 second CD on a game-changing ult
Cons:
- Short AA range - No true escapes without portal - Skillshot reliant - Q has a short range - Ult can make huge mistakes if used poorly, can get your entire team killed. - Can accidentally tilt your ADC if you roam too much during lane phase.
Bard is at his most effective when he has an aggressive AD carry that can also take care of themselves in lane, an enemy team with either low peel or dive potential, and someone on his team with good teamfighting. So if, for example, you see something along the lines of:
