Pros:
+ Can poke the enemy top laner so hard they'll have a dead arm.
+ If you choose to splitpush, you'll be unstoppable.
+ You're ungankable after either getting level 6 or getting Frozen Heart
+ You can easily 1v1 the enemy ADC because of your ******* stupid annoyi- uhmm, I mean, because of your Blind
+ If you have the Cottontail Teemo skin, you automatically have 3x more AD and AS

- Teamfighting is mediocre at best.
- Can't really fight AP-oriented champions.
- There is a very real chance of getting flamed by both teams.
- You're playing as Teemo, the LoL incarnation of Satan
- Anyone who plays against you gets cancer.

The lane phase is the best part of this build. Frozen Mallet will let you kite and poke like there's no tomorrow, so make sure that you push this advantage as hard as you can in the early game. The only thing you should need to look out for would be minion damage, as this can actually end up hurting you more than the enemy in a trade. If you can manage to get the enemy when there are very few ranged minions around, auto attack then and use your Blinding Dart to straight-out prevent them from trading with you. The slow will also help you get away from ganks early on so you can push pretty hard and still escape safely. Just make sure to keep autoattacking the enemies every so often when getting ganked to keep the permaslow on them and keep putting your Noxious Trap down in key locations.
