- Very strong early game damage

- Great at dueling in early/mid game

Electrocute is very useful for skirmishing early game. When knowing you need to create an early lead for your team to have an advantage. Great for skuttle crab contests. The only problem with Electrocute is that the usefulness diminishes late game but thats why people go.
Dark Harvest? Why not Electrocute?
Well.. For Elise both runes can work extremely well. Dark Harvest has a larger impact into the late game.
Electrocute is probably going to be your starter rune but as you transition into a Elise pro you'll be able to see why Dark Harvest pulls ahead even after its numerous nerfs.
The new Night Harvester brings potential because it synergizes well with Elise Burst. Also allows for bonus movement speed which is beneficial for escaping and or ganking.
The updated Hextech Rocketbelt brings potential because it allows for escape or gap close when youre unable to quickly use Elise Rappel. I like this item when I'm looking to quickly 1 shot an enemy champion.
Lich Bane is crucial on Elise due to her ability to trigger the passive due to the constant use of abilities. This will allow for various potential split pushes, extra dps in teamfights.
Zhonya's Hourglass is crucial for Elise due to it allows for various play making, needed timer for cooldowns, etc.
