Pros and Cons

Pros

- Decent sustain
- Very high range
- High overall damage
- Handy stun
- Amazing dance taunt

Cons

- Low moboility > prone to ganks
- Kinda squishy
- High cost spell, especially early
- Expensive Build
- Relies on skillshots > difficult

Items and Playstyle

Use Arcanopulse to poke. Use Eye of Destruction to zone people away from getting CS. If you land a stun with Shocking Orb make sure to follow up with Eye of Destruction and then Arcanopulse. Make sure you can aim Shocking Orb well as it it your best hope of surviving a gank.

The reasoning for taking heal is it lets you run away and escape better than any other summoner spell (minus flash). Barrier doesn't give you the speed boost so I prefer heal. No other spells really help that much.

Taking Luden's Echo in place of boots at the end makes this build more expensive but you don't loose out on anything too meaningful and gain a lot of burst potential as a result. Other than that you get a very nice amount of AP and combined with the runes you get an additional over 800 health to help you a little. Rylai's is really good for Xerath to help you land all your abilities and works well with Lianry's for more damage. If you need more magic pen earlier then buy void staff earlier.

Runes

The most important part of these runes is the almost 20% CDR. Other than that it's not critically important as long as you have AP based runes. The extra health is nice although not too meaningful. Lastly more magic pen as you won't have shoes late game.

Masteries

Thunderlord's is a bit situational and hard to proc on Xerath but Deathfire Touch lets you keep a steady stream of damage to go with your poke. Lifesteal is nice to help your sustain more. Other than that they're fairly self-explanatory.

Skill Sequence

Main source of damage is Arcanopulse so that gets maxed ASAP. Next Eye of Destruction as it's your secondary source of damage and lastly Shocking Orb as you won't be using it anywhere near as much as the other two.
