This strategy relies most on your W and E. If your enemy isn't focused on you, your job is run at him and toss him by your E. By this you give time for free damage for your ADC and saves your Q if enemy tries to run over. Its hard to use whenever when you can but its possible from 3rd lvl. In my opinion this way to catch enemy is way better than classic "QE" combo, cause your CCs work longer and gives your adc more time. I used this a lot of times when i played with my friend and in 90% of my engages we took at least enemy recall and flash use.
