For runes i'll go for 9 mark of attack damage,9 seal of armor,9 glyphs of magic resist,2 quints of attack damage and 1 quint of critical damage,so this is my example runes for talon and here's why...
*Mark of Attack damage
-Yes,for the bonus damage dealt to any champs,it will help you to do a high damage on any champs and to do one shots on any squishy champs
*Seal of Armor
-For the defense,it will help you to conquer the high damages dealt by the champs that has a high attack damage ( like yasuo,zed,vayne, etc.)And it is helpful to give you a bonus armor,the more armor you have,the low chances of being quickly killed
*Glyph of Magic resist
-For the defense on the champs that have a magic damage and the champs that have a great magic damage (like katarina,lux,cassiopeia,etc.)It is good to conquer their damage and to survive their magic damage dealt.
*Quint of attack damage
-For the great damage you dealt on any champs you facong with.It will help you to deal much more damage and a high chances to do a one shots on any squishy champs.This will help you to deal more damage on the champs you facing with.
*Quint of critical damage
-Yes,to deal a critical damage of champs you facing with.And it will help you to have more damage on any champs and to do a much more damage on any champs

On items i'll go first on Ravenous Hydra,next is duskblade of draktharr,youmuu's ghostblade next,bloodthirster next,next is boots of mobility and last is guardian angel.This build is my standard build and example build for talon and here's why..
*Ravenous Hydra
-For a good damage on early game.It will help you to deal much damage ong champs you facing with and a li'l bit lifesteal.It is good build in early game for talon
*Duskblade of draktharr
-THis is the new item that i said on first chapter.This item is so good because this item has a good bonus damage and its effect is just like an ulty of zed,it will pop just like an ulty of zed andthe combo here is just use your ulty on a champ and this duskblade just pop on a champ you used on your ulty.yes,a good item for talon you know.
*Youmuu's ghostblade
-For your ganking and assasination.It will help you to do a greater damage on mid game and its good for ganking and assasination on any champs you want to gank or assasinate.If you activate this,you will gain an attack speed,and movement speed.
*Bloodthirster
-For good lifesteal and damage,if you are on low health,just go on farm and go heal :D.

*Boots of Mobility
-Yes,for the movement speed and to help you escape the enemy champs xD,and to help the youmuus more effectively on ganking and on assasination
And last is...
*Guardian Angel
-This item is good for talon because if you die,you will be revived and just go to jungle and lifesteal(an easy way to be alive,again :D)this item is good on emergencies ya know.

Skill sequence
-For the skill,i'll go first on his 2nd skill or rake,next is cutthroat or his 3rd skill,,next is noxian diplomacy or 1st skill and last is shadow assault.For me,i'll go max first is rake,next is noxian diplomacy,shadow assault next and last is cutthroat and here's why...

*Rake
-It is good to pick this skill in early game because it has a good early damage on champs,its good because it can damage back and forth so good damage if maxed outNext is

*Cutthroat
-before,his cutthroat has silence so talon can easily do one shots but talon get nerk and his cutthroat has no silence now but it is good to use and he can do one shots with his cutthroat even it is nerfed,it is helpful to gank and assasinate champions by his cutthroat,when you use the cutthroat,just do the combo and it can do one shotsNext is

*Noxian Diplomacy
-This skill is good if you have an spell ignite,if you are on level 3,you can do a combo and can easily kill wihout an ulty.And last is

*Shadow assault
-this skill can dealt so much damage,if you use an ulty,you can use your cutthroat and do the combo and yes,one shot obviously,with his ulty,you can easily gank and assasinate squishy champs and do a one shots.

*Has good damage
*Can do one shots on squishy champs
*Has a great damage dealt on emey champs
*Good on ganking and assasination

*Can be easily killed because of squishyness
*Weak on enemy champs that has stun when fed

For spells,i'll go for flash-ignite,why?here's why...
*ignite
-Yes,it is good to use because of your noxian diplomacy,if you use noxian diplomacy,you can put your ignite to your enemy champ,yes,its just like you put a double ignite to the enemy,so good for talon to have the ignite.

*Flash
-For the escape ya know,if you want to escape uss the move:the legendary juke flash you know.And it is helpful if you want to gank or to be closer on the enemy champ you want to kill.

-Ok,for the summary,just follow my guide and i promise you can fight almost all champs because of your perfect damage you dealt on them.I will give you a tip to do a one shot on the squishy enemy champ:
*first,build the hydra,duskblade,and youmuus
*activate your youmuus while you are on your ulty
*if you are ob ult,use the cutthroat,then use next you rake and noxian diplomacy and ignite
*BOOM,you just did a one shot
