Talon's earliest memories are the darkness of Noxus' underground passages and the reassuring steel of a blade. He has no memory of family, warmth, or kindness. Instead, the clink of stolen gold and the security of a wall at his back are all the kinship he has ever craved. Kept alive only by his quick wits and deft thievery, Talon scraped out a living in the seedy underbelly of Noxus. His incredible skills with the blade earned him great notoriety. Various guilds sent assassins against him with a demand: join their ranks or be killed. His response was to leave the bodies of his pursuers stuffed in a dark corner or dumped in Noxus' moat. Having lived on the streets, Talon knew better than to waste - he claimed a blade from every failed attempt on his life, gathering a seemingly endless collection of weaponry.
The assassination attempts grew increasingly dangerous until one assailant met Talon blade-for-blade in a match of strength. To his astonishment, Talon was disarmed. He was facing down his executioner's sword when the assassin revealed himself to be General Du Couteau. The General offered Talon the standard of life that befitted an agent of the Noxian High Command in exchange for his allegiance. Talon accepted on the condition that his service was to Du Couteau alone, for the only type of orders he could respect were from one he could not defeat. Talon remained in the shadows, carrying out assassinations on Du Couteau's orders until the day that the general disappeared. Talon's suspicions led him to the doors of the Institute of War, where he joined the League of Legends in order to find the parties responsible for Du Couteau's disappearance.

I play talon as a counter to almost any ad carry.
Why? because of his ability to nuke down the health of any squishy champion. (AD Carries)
His Late Game capability is also amazing. Also i Have been playing LoL for almost a year now and About a month Ago I achieved my first ever PentaKill while using Talon. It technically was not a penta because one of my friends was an ******* and stole it from me. I will try to post the video of it on here.

Pros
Able to nuke any damage character on enemy team
Assassin class=Most fun in my opinion
Ability to do damage fast and get out fast
Amazing mid-Late game

Cons
Slow early Game
May lose 1v1 fights if fighting Crit champs. Tryn GP ect.
Targeted pretty quick in fights

Personally i get talon with as much armor pen possible it causes all of his attacks to Rake through his enemy. I go with Attack speed glyphs for a little bit of faster attacks. Others that want to be a little safer from mages you can go with Mr glyphs.

You can start off with a Doran's Blade I prefer boots and 3 health pots so i can start right into my normal build. 9/10 ill get The Brutalizer first its cheap and it has AD with some Armor pen. If you dont want this you can go straight for Black Cleaver. More expensive but also more Ad and armor pen. I always get Ionian Boots of Lucidity cuz i like to be able to constantly have my Rake up for either harass or just damage. for survivability i grab Bloodthirster or a Zeke's Harbinger. Frozen Mallet Is a no brainer for talon because of his Passive. You can honestly end your build how ever you want but i get Infinity Edge and sell my The Brutalizer for a Phantom Dancer

Prolly The best person to lane with Talon now is Sejuani Her Passive mixed with his would prolly cause a pretty deadly combo. I can not confirm this yet though as i have not gotten the chance to try the two in lane together. He can go in lane with anyone that has some good crowd control effects Taric Maokai ect. Like i said anyone with cc's

is an extremely useful Summoner Spell It can be used to either save a turret if no one is in that lane at the time and someone is pushing or it can be used offensively on a pushed lane that is about to take down a turret but needs extra damage.

Can be used is both offensive and defensive ways as well You can you it to chase your enemy down if thought he got away with Flash or you can use it to run away from the enemy say your solo top and the jungler decides to gank you a well timed Ghost can get you out of it.

Probably the most used Summoner Spell in the game it can be used well on every single Champion your getting chased by a Singed not anymore when you Flash over that wall.

This is one of the better spells for Talon It reduces their armor and slows them this makes it perfect because of Mercy

This Spell is under used in my opinion but is still also another option for Talon because he does get focused so much in fights

Dont even think about it. Unless you want to troll.

I personally see this spell more for mages in mid lane but thats just me if you want it by all means grab it

If you know a jungle Talon build that works well let me know cause i have not been able to find one that worked for me
