Hello, I am PhoenixianSlayer I have played Veigar for this season and loved the character. I decided to write a guide for him.

Veigar is a power-stacking character that benefits from landing spells. You gain stacks of his passive for affecting enemy champions with a spell and killing anything with a spell. The last condition makes you really powerful during teamfights because you can stun everyone with a spell and then you get assists on all the kills getting you a ton of stacks for your passive. Each stack translates to one ability power.

Gains a lot of power over the course of the game
Has a powerful escape that can save your entire team
Low-Risk play-style
Gives your team a major advantage in team fights



Has some trouble with ADCs in the early game
Very Vulnerablenable without his Event Horizon
Event Horizon and Dark Matter have a long delay
Effective Bullying early game will leave Veigar pretty .....useless in battle (except for his E)

Veigar is a strong pick and can easily game, but thrives in the late game, and not the early game. He is weak and immobile early game. Just spend a bit of time learning his spell delays and know how to be aggressive early game(as in what type of aggressiveness won't get you killed), and you win!



Passive: Phenomenal Evil Power

This passive makes Veigar a beast late game. It basically rewards you for playing normally. If you cs with Baleful Strike or hit an enemy champion with any skill, you get 1 stack. Getting a takedown (a kill or assist) on an enemy champion gets you 5 stacks. 1 stack = 1 ability power.

First: Baleful Strike

It's basically Lux's Light Binding minus the root. It's a straight skillshot that damages the first two enemies hit.

Second: Dark Matter

It's an AOE spell that hits a target area. However, it has a really long delay, so CC is needed to land. The upside is its scales 1 for 1 with your AP, so when you land it, it hits like a truck.

Third: Event Horizon

It's an AOE stun, however, you only stun if you go to the edge of the ability. Getting the actual stun is kinda hard, but landing the spell on someone is easy. Note however it has a delay, so try and put your target at the center, or they will run out before the spell lands.

Ultimate: Primodial Burst

A targeting shot that deals a ton of damage and increases damage based on the opponents missing damage. In mid game or later, this guarantees kills.



Domination



Row 1: Dark Harvest

Dark Harvest works best. Electrocute is harder to activate since it requires you to land Event Horizon, then a combination of Baleful Strike, Dark Matter, Primordial Burst, or an AA. This is difficult to do on someone with two people fighting you. Also, its hard to land Dark Matter due to the time delay and you don't want to use Primordial Burst unless it gets you a kill. So really, it hard to land everything for Electrocute. Predator is good for champs that go fast or Junglers, not Burst mages that kill you before you get out of range. Hail of Blades doesn't really help an APC. Therefore Dark Harvest is the best choice for Veigar.


Row 2: Taste of Blood

Cheap Shot is the only really viable rune. Taste of Blood does a bit of healing, but don't need a ton of that when you get past early game. Sudden Impact is activatable on this champion. Ultimately, it depends if you are expecting an aggressive ADC or a more passive ADC to decide whether to get sustain or damage.


Row 3: Eyeball Collection/Cheap Shot

I prefer Eyeball Collection on this champion since it adds some damage for killing. Zombie Ward was nerfed so that it only activates when you kill a ward, and that is a low priority for an APC so not that handy. Ghost Poro gives you some damage (20AP instead of 30AP) damage and will disappear if an enemy walks into the bush its in(after the ally ward dies), which happens a lot in bot lane, so you won't get much vision out of it (in places you will need it anyway).
Therefore, its better just to go for the full damage boost than hoping that you will get some vision out of the poros



Row 4: Ravenous/Ultimate Hunter

Ravenous Hunter or Ultimate Hunter are good choices for this character. Ravenous Hunter is good for sustain. Ultimate Hunter is great for quickly killing people. Ingenious Hunter Isn't that good since you don't have many actives on your items. Relentless Hunter is useless in lane because you are always in combat.


Sorcery



Row 1: Gathering Storm/TranscendenceTranscendance

Gathering Storm is pretty good since it helps you snowball as you go along. Transcendence is also good, but doesn't come into play as early as Gathering Storm and the build supplies enough CDR already.


Row 2: Manaflow Band

Manaflow Band is a must since you are using so many spells. You need that mana recovery to stay in lane for the amount of time an ADC should.



Heal

Heal is very necessary for the early game. Early game, you don't have the AP to burst an opponent, and your spells have 5 sec or more cooldowns, so they can out-damage you easily. Therefore, you will want something to protect you in case they start hitting you hard and your Event Horizon is down.

Flash

Your Flash serves a similar purpose to Heal, except you can use it offensively later, when you need it less for defense.



Doran's Ring

A nice cheap item with AP to get set your Adaptive Damage to AP and adds mana regen. You use a lot of mana CSing early, so you want all the mana regen you can get.

Luden's Echo

It builds from Lost Chapter, so that's nice. Its effect also makes wave clearing easier and allows you to sometimes poke opponents. It also has AP, mana, and CDR -- all the stats a Mage would ever want. A very good first item.

Rabadon's Deathcap

Definitely not something you would usually build second. However, the item synergizes with your passive well. If it was easier to build, I would prefer it first, but the item is really costly and it doesn't build in small parts, so it's not optimal for first early returns. Also, it offers no mana, so it would hurt your early game to get it. However, as a second item, its great.

Hextech GLP-800

Nice item for mana, AP, and CDR. Its got a nice spell, so its good for getting a good kill combo off (see Combos). A solid third item.

Sorcerer's Shoes

Good item to increase damage. It's not super-critical compared to say Rabadon's Deathcap or Everfrost however, so its an item you can get whenever you like.
Banshee's Veil

Helps ward off CC with a Spell Shield. This does not give an excuse to not dodge stuff since you want to save the shield for when you need it. Solid pick for a third item or later, depending on enemy team comp.

Zhonya's Hourglass

Helps you defend against a ton of people attacking you or a burst champ like Zed or Fizz. It adds armor so its good for against ADC's however, wait to upgrade to Zhonya's Hourglass until your have at least 2 completed items. Luden's Tempest and Rabadon's Deathcap offer more for early game.

Void Staff

If your opponent tries to counter your damage with Magic Resist, counter their counter with this. Good as a fourth item or later.

Spellbinder

By late game, you can spam spells out the wazoo. This item helps you benefit from that. Definitely a fourth or later item, but a great pick all the same.



If you are not receiving too much damage in lane from the opponent, build your core items first, in the order I explained them in. However, if you are receiving too much AD damage, get Lost Chapter then Seeker's Armguard first. Such examples would be Miss Fortune. If facing a high damage APC, get Lost Chapter, then invest in Banshee's Veil, then build your core. You should definetly dodge the spells, but if you get caught out with some Crowd Control, your Banshee's Veil should protect you from it. An example of a high damage APC could be Kennen, if he builds AP over AD, or Ahri.



Killing Combo:
E -> W -> Q -> R

Cast Event Horizon, then once the enemy champ is stunned, cast Dark Matter then Baleful Strike then Primordial Burst as fast as possible and in that order. You should land all three in the 1.5 Sec that your opponent is stunned.

Laning Phase CSing combo:
W -> Q

If you have a new minion wave, cast Dark Matter to weaken them, then use Baleful Strike to last hit to get stacks. Try and get as many with Baleful Strike as you can before your minions show up and start trying to kill your almost dead minions.



During laning phase, be standoffish. Stall the wave near your tower so you are able to easily escape should they start targeting you with AA. If you can, try and line up two low health minions and then Q them. Use your W to weaken them and CS with your Q when possible. Obviously, if its down, CS with your AA. However, use your Q when you can because it gets you stacks. If you can line up a Q or W with an enemy champ, do that as well.

Prioritize different targets with your Q like so:
double minions first
a minion with a champ hit
a single minion
a champ hit.

Your Dark Matter should be used to target a clump of minions. If you can get an enemy champ in it too, then all for it. They will either take some major damage or have to move and possibly miss some CS.



Since you have an engage tool that is more versatile than most supports, you should take the lead and ping your targets. Capture them in your E then let your support use their CC to keep the enemy champ put while you unload all your spells. Be aware that you cannot really kill them unless they are poked to 50% or less. When its close to mid-game, you can start taking out full health opponents with this strategy.

Ask your support to keep an eye on the river during laning phase and ask him to ping when he sees the enemy JG nearby. If your JG is nearby, have him ping that in as well so that you can decide whether a quick gank can get you kills.
Veigar is an awesome champ and fun to use, but has a rough early game. He is one of the most powerful mid to late game carries in League. Good luck and play hard.
