Thresh is a ranged support fighter, he holds one of the strongest kits available to supports and excels in early game harass and lane control.
Thresh should be played as an aggressive support with the intent of carrying early game in lane and protect and pick off carries in the late game. It should be noted that Thresh does not excel as a late game hard engage
(if your team is lacking engage Thresh probably isn't the best way to go and should pick up something more tanky with a strong engage)
Thresh is built with early game in mind, if you can take the lane early and get your carry ahead you can really cause a snowball effect leading to a strong late game.
9x Greater Mark of Attack Damage
The additional AD compliments the flay passive greatly, this allows for greater early game control and boosts the harass which Thresh can provide in lane.
9x Greater seal of Health
Thresh doesn't gain armor per level like all other champions, this means he is susceptible to early game harass before he starts really stacking his passive. The bonus health allows Thresh to take some additional damage without sending him back to base.
5x Greater Glyph of Magic resist/ 4x Greater Glyph of Mana regeneration
The magic resist is baseline for most supports this just mitigates some of the damage that you are likely to take from other supports
Glyphs of Mana regeneration are really strong early game, it allows for extended trades and keeps Thresh in lane without falling upon mana issues.
3x Greater Quintessence of Armor
Starting the game with extra armor helps Thresh get through the early levels where his passive is lacking stacks. Armor mitigates some of the poke.

Follow the basic support masteries however some masteries I like to deviate from the norm and focus more on roaming.
With Thresh being an early game powerhouse having the ability to get into lane quickly and get picks in lanes outside of the standard bottom lane is important in getting the team ahead and winning out the early game.
Summoners: I opt for ignite flash 90% of the time, Ignite provides massive lane dominance allowing for a quick turn in trades and opening up early kills in lane.
(exhaust is an option when the enemy team has assassins who are likely to get out of control)
