Any ranged matchup isn't good for Thresh, so only take Thresh top the enemy laner is meelee so you can poke him and disengage easily.

Well, it's fairly simple, your power spike is when you finish
Sanguine Blade so you will have to play a bit safe (while poking your opponents so they don't win a free lane) until you grab your first item, after that you can surprise the enemy laner with your insane attack speed and all-win them. But even when you buy Sanguine Blade, don't play too agressive because if the enemy jungler ganks you, you'll loose the item's passive, so even after your power spike, try to avoid ganks.
