I went with CD/lvl Quints and Glyphs, and HP/lvl Seals and Marks. These cooldown runes plus
Intelligence
mastery plus
Morello's Evil Tome will give you the full 40% cooldown. The health per level runes help with survivability. Cooldowns are very important for
Soraka so I would say that those are very important runes. The health per level is more of a personal preference, if you find yourself running out of mana a lot then you might find that MP/5sec or flat mana runes could be a better fit.

I went with a full 30 in utility because the magic penetration is not as necessary because this is a support build. The cooldown reduction you get from 3 points in
Intelligence
is greater than what you get for putting 4 points into
Sorcery. The bonus starting gold is a necessity because it allows you to start with 4 Sight Ward instead of just 3.

I start off with a
Faerie Charm, 4 Sight Ward and a
Health Potion.
This is because I have the
Wealth
mastery.
Grab a Philosopher's Stone when you have the money and then a
Heart of Gold. These are your money items that allow you to give the last hits on creeps to your lane partner while still making money.
Mobility Boots give you the speed you need to spread your heals around and combined with
Ghost will help you escape ganks.
Rod of Ages gives you survivability plus a decent chunk of AP.
Will of the Ancients gives more AP with a nice aura to keep up your support role.
Finish your Philosopher's Stone into a Shurelia's Reverie for more health and health and mana per second as well as a nice active.
Morello's Evil Tome gives you the rest of the CD to get you to 40% cap which should let you get your heals off much quicker as well as a nice amount of AP.
Rylai's Crystal Scepter allows you to permaslow with your
Starcall as well as a nice chunk of HP and AP. This finishes the items section, feel free to give me suggestions, but these are the items that I have found work the best on
Soraka. Of course you must always analyze the enemy team and build reactively, for example if it is an AD heavy team you might want to swap Rylai's Crystal Sceptre for a
Randuin's Omen.

Which skill I start with depends heavily on my laning partner. Some prefer heals and others would rather have the mana/silence. This usually depends on how aggressive we plan to play early on. I put a point into
Starcall at lvl 3 and leave it there, leveling
Astral Blessing and
Infuse equally putting points into
Wish whenever it is available. This allows you to keep your mana up while still healing whenever necessary.
