Introduction
Flash: Flash is a must on almost all champions, TK included.
Ignite: This is obviously an aggressive ss and you will want to take this most games to get you and your carry ahead.
Exhaust: You can opt to take this ss when there are assassins on the enemy team that you may be worried about. However, your W is able to save a carry from most hard engage and all ins, and this is why I will usually take ignt.

You will want to max Q first. I like to take a second point in Q at level 3 instead of E so that I have a little more damage and slow to help out with an early gank from my teams jungler. After that you max abilities in the order of Q > R > W > E
There are a few good ways to use TK's ult well.
1) Go outside of vision, then ult you and your jungler in to gank bot or mid.
2) Gank mid by yourself.
3) Rotate to objectives after kills or other objective takes.
4) Get to lane faster.

The Glacial Augment rune. While you will most likely not buy many, if any, slowing items, the aa slow will allow you to land an easy Q or get a third aa stack on a champion so that you can use your W to devour them.
Magical Footware if essentially a free 350 gold. The extra movement speed is also very useful. Stopwatch is still a viable option but takes a little more skill to use.
biscuit delivery will give you the sustain needed to get through laning with less trouble.
Approach Velocity allows you to Q and then walk up on the enemy faster so that you can apply your stacks.
I choose to run Bone Plating and Second Wind for the laning phase sustainability. Unflinching and Conditioning are also good options for the more late game.

Level 2 you have the option to all in. if you can land a Q and run up on them and get an aa, with Glacial Augment it will almost guarantee that you can get a third stack if they don't flash. With the third stack you can use W and hold them for a little while as your Q comes off cd, so as soon as you spit them out you can Q then again. Make sure to ping in the direction you want to spit them out so that your adc can position accordingly.
Level 3-5 will just be a rinse and repeat of level 2. You will be a little more tanky with your E and you will have a higher slow percent on your Q to make things a little easier.
Level 6 you can start looking to roam or get good ganks with your jungler.

Late game you will want to use your W less on enemies and more on teammates. Think of your W as a cleanse, zhonyas, and flash for your carries. You'll want to position close to them a majority of the time so that you can save them from an all in and slow anyone that tries to run up on them.
