Akali
Akali is one of the Hardest Matchups for Vladimir after level 6,before you can poke her and harass her out of lane, after that if she jumps on you and you can fight her just use ghost and kite her as long as she can't proc her Q's mark and her passive you are safe.If you cant fight just go away from her.

Introduction
This is my first guide ever and so it is possible that it is looking realy bad since i dont even watched a tutorial (if it does exist)
This guide is not complete and i will try to finish him in the next days
Spells
Ghost gives you more chasing power and ability to kite and do flanks while ignite gives you early damage (which is increased by Vladimir's ult damage amplifier) and higher chanses of killing someone like Swain.
Items
Ionian Boots of Lucidity- Get 90% of your games, the CDR and Summoner Spell CDR is super good.
Liandry's Torment- When you get this item you start dealing disgusting amounts of damage
Void Staff-Purchase this item when you need Magic Penetration and when you see the enemy is starting to get Magic Resist, you can get this before Liandry's if the enemy starts stacking MR early.
Banshee's Veil- CDR is very good, if you want to go for a more "Bursty"
build this can help you survive the enemy AP's and still oneshot them(unless they get MR)
and Spell Shield is fantastic.
Spirit Visage- Get this when you need MR but the Spellshield from banshee's will not be that useful or when the enemy team has more than one source of magic damage or a high amount of AP DPS
Zhonya's Hourglass- Get this item when the enemy team has lots of AD champions or a fed ADC, if you want to you can also get this item to dodge Orianna's ultimate, Malphite's Ultimate , etc or to give you more possibilities of outplaying the enemy and safety when you flank the enemy team.
Rabadon's Deathcap- Get this item as your 5th or 6th item, if the enemy team is stacking MR and you dont have Void staff get Void Staff , if not you can get this if you are in need of more damage.
Luden's Echo- Get this item when you need more mobility and Burst, your damage to the enemy squishy's is insane with Luden's Protobelt and Liandry's, you can get sorcerer's to increase your burst even more.
Rylai's Crystal Scepter- Get this item if the enemy has some champions that you need to kite to be able to survive like Xin Zhao, Irelia or Darius.
Mejai's Soulstealer- If you started with Dark Seal you can upgrade it to Mejai's Soulstealer if you are Snowballing early and want to snowball harder, but care ,
if you die you will be a lot weaker.
Sorcerer's Shoes- Get this when you dont need the CDR and prefer the Burst
Ninja Tabi- Versus ADC's or AutoAttack based champions if they are dealing able to kill you fast or dealing too much damage.
Mercury Threads-Get this when the enemy team has lots of Crowd Control or at least 3 AP champions (or 2 champions with strong burst)
Elixir's- Sorcery if you want the damage or want to push towers faster and Iron if you want more Tenacity (resistence to Crowd Control)

AOE Burst and Sustained Damage
Ultimate has a 10% damage amplifier
Huge Amount of Healings
Sanguine Pool provides outplay potential
Passive makes him Tanky
Damage Escales with his health
Insane Teamfights with champions with lots of AOE Damage on his team
Awesome Late game
Cons
Sanguine Pool and Tides of Blood have %Max Health cost
Imobile with no real escape tool
No Hard CC
Not that useful when behind
Weak early game
Not the best roaming champion.
