Unless order is random, I'd probably put Riven and Wukong higher in tier three. o:
Also, I'm rapidly becoming a fan of Blitz top. I'd put him mid-low tier 3 :P
I'd agree with pretty much everything though, suprised to see Xin so high, but I don't have any experience with him, maybe I'll pick him back up. :)

Tier 1: Irelia, Jax, Olaf, Nidalee, Elise, Rumble, Cho'Gath, Shen
Tier 2: Lee Sin, Singed, Teemo, Malphite, Darius, Jayce, Vladimir, Yorick, Kha'Zix, Xin Zhao, Rengar
Tier 3: Kennen, Kayle, Nunu, Wukong Renekton, Riven, Pantheon, Zed, Jarvan IV, Akali, Wukong
Tier 4: Gangplank, Garen, Talon, Udyr, Poppy, Nasus, Warwick, Volibear, Sion, Tryndamere, Fiora
Tier 1 - These champs can do it all. When played properly can at least break even in lane. Their "counterpicks" are soft ones at best. They all have strong lategames (except for rengar) which means that a good laning phase can move well into the later phases. Just the overall strong package.
Tier 2 - These champs are usually as strong as the tier 1 champs in at least one or two categories, but have flaws that distinguish them as slightly weaker picks. They are all completely viable in the competitive and soloq realms, however do have issues.
Tier 3 - This is where picking a top laner starts to become a risk, and probably a higher risk than reward. Some of them can be VERY rewarding if played properly, but overall they are just flawed and therefore don't get played as often as higher tier champs. High risk, somewhat satisfying reward champs, but there's just no reason to pick them over the champs above them.
Tier 4 - These champs suck and you should probably dodge if you get one on your team (jk! play the game you *****!). Often they are outdone in all phases of the game, and even if they happen to get fed they can easily be shut down and generally scale poorly. Huge roll of the dice by playing any of these champs top lane.
