If anything her W, as it is always on a substantially lower CD than Kat's Q. However, besides the base stats from guise being amazing, the passive is really nice and adds quite a nice amount of DPS.
Also, Mordekaiser will be broken on SR season 3, mostly because blackfire torch (essentially this item) re-procs for every tick up to 25 ticks. I got this kill on TT with morde once, I ignited and ulted (had torch), and amu died over 10 sec later (after morde ult ended) and I didn't get a ghost. L0l

Inte lane, it is incredibly rare to harass with w. Harassing with q is, after a fashion, your main harass. W means engaging and the Liandrys passive is not as prominent during burst. How many lane opponents let you close enough to harass with w?
That said, you have to rush Liandrys for it to be available in lane, otherwise it is for teamfights, and then more for the likes of Cassiopeia, ryze and Vlad with consistent damage output. Not really a burst item. Not that it is a bad item. But the concept of burst AND dot on the same champ is a bit rare.
But I wanna try early Liandrys on Brand!
