I think he meaned that if x-champion which has a high natural winrate through strength plays with y-champion that has a medium winrate, the winrate of y-champion goes up as well.
But I don't think this is true at all, because it is rather 50-50 on which side a champion is. And you can't calculate winrate into it at all because of invidiual skill differences. The only thing it can be used for is a medicore indicator.
