Considering you get a completed rushed
Rod of Ages at around 14 minutes and you need 20 minutes for it to stack, I'd say you'll need probably around an hour or so to stack all three. Maybe less if you rush all three upfront.
IMO, it's not cost-effective if you need the game to go for a really long time. Come mid-game, with just a
Chain Vest I've got as much armor, if not more, than your runes. If you went 0/30/0 you'll do negligible damage and become a fling/slow annoyance instead of a tanky nuisance that can actually kill people.
And probably
Ryze would do a better job of being a monstrosity of a tank that kills people.
Although I have to say that I've ran the numbers and, while on ultimate, your fully-stacked build is incredibly powerful.

That is the power of
Singed's ultimate, the high amount of resistances. These actaully make a build of that kind viable to troll.
And who is better for farming a build than
Singed, the master of farming and escaping?
I also wouldn't say that a
Singed which has
Rod of Ages +
Seraph's Embrace does no damage.
Also,
Singed is a character for people with a crazy attitude, and if you go crazymode, you got to build crazy aswell.

@NicknameMy: I'm agreeing with you the build is good (surprisingly), I'm just contesting the cost-effectiveness of it. Also, that build would greatly benefit from CDR because the ultimate is what makes you really tanky, just the HP alone won't cut it most of the time.

One thing to test could be CDR glyphs, because magic damage is more than often non-sustained and because of that the HP and ult boost guards you from most of the magic damage very well.
If you still want more CDR,
Ionian Boots of Lucidity could be another option.
