His exchange potential is hammered.
Riot should know W costs some mana and it's a damn skill shot.
Should be more rewarding then just damage in lane phase.

People max Arcane Shift after Mystic Shot for the shorter CD, Essence Flux is too expensive to use in laning phase, when his mana is lower, unless you have a Soraka maxing her mana replenish

justified nerfs, but ezreal will not be as strong a pick. I can't see him falling by the wayside, but maybe down to Miss Fortune's level; strong and picked but not a must pick/ban. I think we'll see Graves be the best AD carry again, although anyone with a brain should learn Draven his damage is ******ed at the early levels and his only downside is his team fighting and possibly his axes putting him in an awkward position.
As for other AD's im kind opposed to buffing other AD's this means riot will pretty much have to buff bruisers to keep them competitive with AD carry champs, or at least that's been the tradition. However, Tristana needs some major changes. Ashe might need some help to, but I think it would just be changes for competitive play level. From what I understand, right now the pro's don't really like picking ashe in a tournament setting because you can run a 2v1 lane against her with little pressure from her. But I could be misinterpreting that
