I see it as a huge buff to jungleplank, and an indirect buff to tankplank.

Maybe they made it so his passive can stack and is applied with his Parrley.
GP really lacks DPS, as he hardly has the incentive to get into melee range in team fights.
Stack up to 3~5 times, a small golem or wraith will die pretty fast.

I watched the match. No spoilers here, just route info and how and why it was done the way it was done.
Not sure of runes/masteries, SV started with a Vamp Scepter, and went Wolves, Blue (with an extremely strong leash from Cho and Zil), then went Wraiths, blue pill (since Alistar took golems for early lvl 2), golems, Red.
Also Phreak is OP.
