This item is soooo situational.
It is only decent for when you:
* Are ranged
* Are playing an apply on hit champion
* Are fighting against an enemy team that stacks
* Do not have the max AS already
* Really have nothing better to build
Even if I play Teemo, THE ranged apply on hit champion, even then I never get Runaan's Hurricane because there are just so many better items.

Those items are not equivalent at all. Hurricane is pure AS with two extra autoattacks on nearby targets. Hydra gives a mix of hp5, AD and lifesteal with passive splash and an active on-hit.

The two items are hardly comparable. You see, Ravenous Hydra actually gives good stats, and a good passive/active.

No... Hurricane is terrible on Caitlyn... The only other ADC I'd say truly has any true synergy with it is Graves since he has rather low range, deals more damage in melee range, deals a lot of AoE damage and gets his Quickdraw's cooldown reduced by 3 seconds for every hit.
Cait will rarely every hit more than one person with hurricane and if she does she's probably dead or running away and not attacking. She barely gets any extra damage from the passive anyways.

On kog it's nice becouse it triggers his %hp dmg on all targets!
It is not good, the range is lower than kog attack range so it is pointless, you don't want to come close as kog so just no.
