He is viable... but not very good compared to AP Twisted Fate.
The main reason is that AD Twisted Fate suffer a very hard time in lane phase, he can be killed very easily just imagine that some assassin like Talon, Zed, Kha'Zix jump on you...
AP Twisted Fate has a very destructive and long range poke from his Q, his W hit much harder than AD TF because it scaled on AP not AD, if you play him a lot like me you definitely can tell the different.
AP Twisted Fate with Deathfire + Zonya + Rabadon + Lichbane can single-shot a squishy champ like Teemo in a blink of an eye, I once just pull a blue card and hit on around 60-70% HP Jinx and she is instantly dead.
Play as an AD not just give in your Q but also your W too, that's why he is not popular.

Think I should say it more clear that with AP role you should position yourself behind to poke with Q and doesn't seem to be focus by an assassin as much as AD auto attack champ.

But isn't that the idea behind any squishy role, regardless if they're ap or an adc?
Also not saying ADC TF is good, but AP TF also gets destroyed to nothingness if you're jumped with cooldowns on by any of those champions. With the potential survival if you can pop Zhonya in time.

Do not take this offensively, but him working for you does not mean he is good, I've done AP Poppy jungle in bronze, gone 25/8 and I know that she is a terrible jungler and going full AP under those conditions was just me being an ***. Nearly anything works at low level play, where people flash and stop walking for 0.5 seconds, no one has any mechanics and ADC players don't move while auto-attacking, staying there right with a Darius up their faces.
If you like playing it, by all means have your fun, but eventually you'll realize pretty much any other ADC option is better.

I move while I auto attack lol, But I was almost Gold last season :(. Season rest makes me sad, I was Silver 1 with about 90-100 lp and everything reset lol.

AD TF sucks...but if you're gonna do it, at least do it right.
You really need to go Blade of the Ruined King right away, then Youmuu's Ghostblade and Infinity Edge. Then Last Whisper, another AD item (probably Mercurial Scimitar or Bloodthirster), and a purely defensive item (like Guardian Angel or Banshee's Veil). You'll probably have enough AS to get Sorcerer's Shoes instead of Berserker's Greaves (and you'll most likely find you want to). Without them, Pick A Card/ Stacked Deck won't do much damage in a duel.
Then you just split-push for days, because you're AD TF and that's what you're good at.
Trinity Force/ Iceborn Gauntlet are funny, but pretty troll and I wouldn't get them unless I was really, really fed.
