As far as damage goes, probably Nidalee's Javalin Toss.

I've seen that hit incredibly hard in late game and even early game for the low amount of health.

I think Elise's Rappel should be named. Free Zhonya's, and a huge gap closer.
I play top and bot a lot and i think i'm now a pretty good support and tank.

Zhonya's makes you invulnerable, Rappel makes you untargetable. There's a difference.

First mention on Veigar's increadibly cheap stun? Kudos and I have to agree it's one of the best abilities in the game. Good Veigar players cause so much trouble with it plus that insane nuke.

Shadow Dash -> Can taunt an entire team and provides nice utility.

Sivirs Q -> If you can hit it well it can deal tons of damage.

Blitz Rocket Grab -> Not easy to master, but one grab can mean mean your death or at least your flash.

Nids Spears - Not easy to hit, but when... tons of damage.

Singeds Fling -> Even after the nerf it deals a good amount of damage + nice cc.
