This was changed during re-tagging because the idea of "support" got narrowed down to heals and shields only. A very limited definition, but an operative one.
His passive isn't all that bad.
It can tip the tides on high elo game play. If the teams are perfectly matched, the one with TF will get ahead in gold, and in top ranked play, it's all about the farm and whose the most farmed up (and map control of course).
It's not the best and could be better, but it's in no way a bad passive.
