Not 100% sure myself tbh, but I think a good guess would be to say a factor of:

1) All other supports getting nerfed
2) A lot of assassins becoming meta, hence peel becoming more and more important
3) Her ultimate getting a small buff on her mana costs some time ago when she was at an all time low
4) The ADC meta changing slightly to carries that work super well with her ( Graves!)

I just remembered that Zyra and Annie was really popular at the start of the season as well and Janna is not the best pick against those match-ups.

Forgot about the mana buff on ulti :)

I guess Volibear would work vs low mobility but also I Think his q is just really strong in the lane phase. The lane is short so you got an easy time to fling someone. He also can ignore the creeps by fearing them, and with his damage he can easiliy secure a kill. I'm disappointed Wraith didn't play it. I'm no dia-challenger but I think that Volibear support could really do well against say low mobility or lanes that are simply unfavorable when playing against Volibear.

Leona still does better versus low mobility, needs less items and has more relevant CC lategame. Also, supports are picked a lot because of their utility, a lot of it able to deal with Voli's Q head on. I guess you could pick him into a Soraka lane, but her Q also has a slow and Leona is still better ªshrugsª. Also Voli can't protect the adc.

Yup, but one advantage voli has over leona has is his better pre-6.

I think you're forgetting that you need to close distance between adc who can nuke you while you're trying to fling him, and their support can pretty much counter you especially if its Janna .. Think about it it's not a very useful on bot...

I really don't think that is a problem, you can play around it. Thundering Smash has a cooldown of 12/11/10/9/8 seconds while Thresh's Flay has 9 seconds. Janna's Howling Gale has a cooldown of 14 / 13 / 12 / 11 / 10 seconds. Nami's Aqua Prison cooldown is the same. That means with some good timing you could easily get close to the adc or support, especially if they don't have vision in the lane brush. If you got Ignite and say Corki/ Graves/ Lucian/ Sivir I see no problem with getting a kill. With Exhaust being more common you can use your passive in order to get close while not dying instantly. You can fear creeps which further puts you in the advantage in a trade.

You obviously gotta play around Thresh and any of the above mentioned carries, but I don't doubt it could work. Going to try it myself, might work for my placements.

I cannot think of a scenario where support volibear would be better than a leona, braum, alistar, etc.

I mean what does he do better than any of those champions?

You're totally right. However, you're talking about a very small window of opportunity between Thundering Smash's active, and the opposing support's disengage.
Additionally, you are right in that you can get a kill and snowball the lane, but if something doesn't work out, you don't provide as much reliable utility to that of a Leona, who has a much easier time getting in your opponent's face, and locking them down.
If you aren't successful in cheesing your opponents, it seems almost unavoidable to get poked down.
