IMO, everyone has their own "ELO Hell Range".
Ex: Let's say we have an average player who, at his very best, hits around 1600 ELO. This is the peak of his ELO range (for the time being, obviously you can always get better). The same player, after playing poorly/getting stuck with trolls for multiple games, drops to 1300 ELO, and is having trouble making his way back up to "where he belongs"(in his mind) to the 1600 range. Thus, he is stuck in his own "ELO Hell".
A better player could possibly define the 1800 Elo range, as ELO Hell. A poorer player could define 1000 ELO as ELO Hell.
At least this is how I've always thought about it, and how I explained it to my friend when he first started 5-6 months ago, so he could comprehend the concept.

Overall it should get better the higher you get and the lower you get. The only "true" ELO hell should be 1100-1300, and even then if you are good enough you will carry yourself out.

The farther to each end of the spectrum you get, the more reliable each team will be, either both teams will be very bad (400-600 ELO) or very good (2k+ range)

This is probably the best answer to this question. It's also the only one that is correct.

There is no elo hell, its a concept that exists at all levels of play and persists until a player improves enough to carry themselves out even through trolls and feeders.

There is no spoon. Luck and the amount of trolls will even out with time. The big but is that Ranked is a tryhard party. I know for sure that I have a way easier time to carry games when I try harder, play my best champion, work my best and have a good mentality.
