About the Evelynn-subject: She's not bad. Simply not viable for serious play. Kind of like AP Shaco. AP Eve can be loads of fun, and you CAN actually carry with it, if you get early kills/assists, and perhaps have a Mejai's stacked up there.
Then again: Fail early - Fail real hard the rest of the game as well.

AP Shaco has some very serious burst though when DFG, Rabadon's, and Lich Bane are considered on a target with it's back turned.
And Shaco is super viable in general.
