In my opinion, Summoner's Rift is more noobish than Dominion. Dominion is about fast-paced action. It's about confronting people and fighting them like a man. It's about strategy and defending/attacking capture points.
Summoner's Rift is just about hitting minions for 20 minutes. Who can last hit minions the most. Who can hide in the bushes and ambush people the best. Summoner's Rift isn't about team fights until way later in the game. Dominion is about team fights from the very first minute.
I think Dominion takes MORE skill than Summoner's Rift.

Except the people at your dominion elo can't teamfight properly at all, making its purpose non-existent.
Except the people at your dominion elo know nothing about dominion strategy and they just make it a cluster****.
Except last hitting is precise and being able to micro manage it along with managing enemy skillshots, harass, sustain etc is extremely difficult than just handling enemy champion skillshots and abilities.
Except level 1 invades are team fights.
Except hiding in bushes IS strategy and knowing when to invade IS strategy.
tl; dr you suck, get a higher elo before talking about strategy.

Sir, have you played a game of Rift since season 1?
Skills required to win rift games involve intensive mechanical precision, calculation of all the unknown variables, decision making in response to known and unknown variables, communication, mastery of 'normalities,' ability to quickly and accurately respond to 'abnormalities...' I could come up with these for years.
In dominion, All you have to be able to do is properly judge and maneuver fights, and pressure/respond to enemy pressure regarding cap points. The only team play is deciding who to send to an objective, and who not to. Of course, this is a bit simplified, but still an accurate summary.

Edit: And did you people ever think that maybe Dominion is so far different than Summoner's Rift that ELO in SR isn't a good indication of their skill? Why else would the same game be pulling players under 1,000 ELO and over 1,400 ELO?
Yes, it is reasonable to assume that being the best on SR does not automatically make someone the best on Dominion. No, it is not reasonable to assume that being better on SR does not automatically make someone better on Dominion, because a reasonable amount of being good at this game is understanding how the champions work and how to behave in different situations, little of which changes when the map does. The way to respond when half of their team isn't visible on the map is pretty similar no matter what map you're on, for instance.
As for why you pull that Elo range, I'd hazard a guess it's because the Elo system was never terribly reliable as much as anything else.
