Isnt it kind of obvious what is going on? Look at the guides he voted down. Incomming new Lux guide, he votes down other guides to get himself up the latter. Every single vote this guy made, should be removed. Only purpose is to get his own build up the latter on some other account.

If you can't do anything about it, in what way will it work "better"? The vote will still not be removed, either way. The system should be changed to allow the deletion of comments/votes exactly like this one. So thoroughly disappointed.

It will work better because it will go directly to our Admin/Mods and not us.
Then they can deliberate on it.
I doubt it will be removed. Like Lugignaf said, unless they're IP hacking, they won't be punished.
Everyone on the site is entitled to vote once on any guide. Anonymous votes and so-called "troll" votes have just as much right to exist as sheep votes and constructive voters.
My advice is to just ignore them. Sure, it sucks to get pointless downvotes on your guides, but if your guide helps people, you've done your job. Write to express yourself and help your readers, not get a good score.

If some guy comes onto your build and says "bad" and down-votes you, it is his opinion, and his right as a member to down-vote your build.
However, it is also the person who says "nice build! and up-votes your build's opinion, and right as a member to up-vote your build.
The thing to do is just forget about it.

You have to dissociate your self from your guide.

I had one of this random trollvoters on my Lux guide as well, I just sent a PM to him to give a better reasoning about his downvote. He wrote smth like "I liek turtles", that doesn't help me with improving my guide at all...
He never sent me a reply. I doubt if he ever came online again, so I just decided to ignore it and be happy ^^

He's gone around to 4 Lux guides (including my own), voted them down for either no reason or a stupid reason, and left it at that, damaging the reputation of the guides. I'm not aware of any system on this site for punishing people who do that, and it saddens me. All of the votes I got were positive bar this one, and now my guide is sitting at 65%. I don't believe a negative vote against my guide with the comment simply stating "nah" should count towards the score of my guide. I'm not trying to QQ, but really, I expect a constructive comment that I can either agree with or contest against to help the quality of my guide, not "nah".
I don't know if anything can even be done, or if I'm just wasting my time, but at the very least, I'd like to draw your attention to a user who isn't being constructive in their votes and comments in the least.
