From what I know, if you simply spam soloqueue or play with people around your skill level, you will probably not be getting near challenger any time soon. That's not to say you can't, but it'll take you a lot of games to get there. Probably thousands.

Your best bet to learn as fast as possible would be to get a mentor who is at least plat, preferably diamond or challenger. If you're constantly playing and talking with someone with a lot of experience, you will be able to learn and improve significantly faster.

So basically do what jhoijhoi said, except I think it would be good if you not only played with them, but talked and are taught by them constantly. I've done this with a couple people and it's noticeably more effective than simply spamming games to learn.

You'll have to find someone in plat/diamond/challenger who has a lot of time and energy to help you though. If you can manage that, I think you'd at least have a chance of climbing pretty high in a reasonable amount of time.
Thanks to Nyoike for the sig!

^ This. I would add that if your going to try it get the Lolreplay software. It records your matches for you so you (and a mentor if you find one) could review your games and look over your mistakes. Learning from the mistakes you make in a game is a big part of getting better as a player.
