Just out of curiousity, why is this a requirement?
Asking because, for my target audience, this is usually not relevant AT ALL and the bits that are I usually cover in the cheat sheet.

These two points kind of go hand in hand. I expect a decent overview of each aspect of the build, including at least one rune setup, 6+ items, ability order, gameplay info etc. I'm not sure what you mean by runes being irrelevant for your target audience. Surely you have some reasoning for selecting your rune setup that may not be apparent to newer players.
As for whether Notes content counts for this sort of thing, the new builder does make it a lot easier to put more options and information in the cheatsheet, so we could maybe allow Notes to cover these areas. I'll discuss this possibility with the other staff and get back to you on that. Keep in mind that the 3,000 character minimum applies only to body text (stuff in the Chapters of a guide), so your guide chapters will have to be long enough even without the runes info and whatever else you put in the cheatsheet instead of the guide itself.

Hey PsiGuard, cool giveaway, and I love how this encourages new and interesting guides. I know you must be busy, however, may I be informed approximately how long it will take to send the link? It's been 2-3 days, and I don't know whether or not I received it and it was sent to junk or trash, or it just wasn't sent yet. Thank you!
@ EvilOranges I already have over 50 emails and I'm still waiting on a batch of RP codes before I can start handing out rewards. Generally the submissions tend to come in a lot faster than I can go through them, so it may take some time to hand out all the RP.
I process submissions by date so if you submitted early you shouldn't be waiting too long. I have other responsibilities so I can't devote all my time to going through them but I'll get to everyone's guides as soon as I can!
I'll send you an email once I've reviewed your guide(s) telling you whether you passed or not, and if your guides passed inspection I'll include any RP codes you're eligible for.

I meant that "new players" are not my target audience, so on of the assumptions when writing the guide is that the reader is experienced enough in LoL to figure a lot of stuff out on their own. Now that I think of it that applies to abilities as well for most of my guides, I kind of assume the reader will know what the abilities do (or will when they read the tooltip) and only provide some guidance on how to use them in this particular context.
But like I said, was just out of curiousity, don't waste to much time on my ramblings, you guys are probably busy enough as is (and I realize I take a different approach to guides than 99% of the authors).
