i don't think a lot of people know this. maybe the majority of people on sites like this cause most of us are educated nerds...but your average joe doesn't really understand that this is occurring...they just pay and accept.

Raise some awareness of what is causing the problem.
ISPs are getting lots of tax-cuts and financial support from the government and are reporting record profits, yet they can't even provide the connection speeds that you pay for?
There's obviously something wrong, and somebody needs to grab these companies by their collar and make them behave.
A nice comment on the topic:"So, we order something from a company, Netflix, we pay another company to deliver that product to our house, comcast, verizon. That product gets delivered damaged or incomplete, despite being shipped whole and undamaged by Netflix. I believe this situation results in a lawsuit."
Edit: oh hell no, that makes no sense in retrospect. It could possibly be compared to a delivery arriving late when you've payed for it to arrive before a certain time.
