Why would you even bring up those excuses? They're not even directly related to the biggest problem, which was highlighted in the OP.

The ISPs get tax money that they get payed to upgrade their infrastructure and end up just keeping it for themselves.
They're misappropriating government funding.
The american people are paying them to upgrade their infrastructure, and they're just pocketing the money.
Isn't that illegal?

I'm no expert in this field, but HOW ABOUT YOU STOP GIVING THEM GOVERNMENT FUNDING FOR SOMETHING THEY AREN'T EVEN DOING?
Force them to use the money properly if they should have any at all.

I've actually had a brief discussion about this topic with my teacher and one of the reasons nothing is happening/it's not illegal is because there are millions of loopholes in contracts.

^ right. smart people work in corporate america. people who know that there are numerous loopholes in everything the government does and can exploit it for large sums of money.

not so smart people with a good amount of money (for campaigning and such) work for the government. ask any educated american and they will tell you that our government could easily be considered the biggest business in the world, yes business, and it is run by people who have little to no business knowledge. this leads to poor decision making and throwing money at stuff without a good sense of why, a good sense of how to control it, and a good sense of the impact it can make.

searz how many times we gotta spell out that the US government and all of the government's branches are over-bloated piles of **** that are always on the borderline of complete collapse. i could list out so many government regulated/funded sectors that are so poorly managed, but it would take the better part of a full day.

forcing them to use the money properly would be anti-capitalist, and like asian said its still legal so they can do whatever they want "cuz they can"

and fixing the loopholes takes lots of lawyers and even more money

You ordered access to online video files, the files are delivered to you in whole but delayed not incomplete and not damaged. No it doesn't result in a lawsuit.
