AP Poppy with Lich Bane, Deathfire Grasp, (high AP), and Ignite can guarantee a kill on any champion, barring heavy magic resist tanks.

Ignite -> In every 9 out of 10 fights, the target enemy just took more damage then their max health, this is valid even while they're in the spawn pool.

AD Poppy can also fail to kill anyone during her Ultimate. I've seen that happen more then once simply because of flash or ghost.
On the other hand, AP Poppy has the potential to get more then 1 kill if the summoner has the right finesse.
Here's a personal example of what I've seen before:
It was a 5v5 behind our golem. Poppy came in late while our Amumu ult'd, so she went around from the side, and smashed the enemy Annie into the wall.
Immediately after, she used her ult on a Caitlyn just 500 distance away making the spells of the enemy tank and jungler useless as they tried to their caster, then killed the Annie in front of her before D-Immunity wore off and still had time to turn around and crack Caitlyn's skull open with the help of the rest of the team.
It's a matter of knowing when and on who to use your Ultimate.
AP Poppy has gets nice cooldown reduction, which means you can spam Paragon of Demacia A LOT. It's not hard to nuke and run. That spell is ridiculous when you also have Lich Bane's MS boost.

+ Triforce also gives MS boost
Difference is:
1. you lack the burst, and rely on allies.
2. Longer cooldowns unless you're packing a ghost blade, which is rare mid game.
That's why Poppy's rare in general, so much hit-&-miss. :P
