Well, no, you should basically never pick up Boots of Swiftness. It's MUCH better to pick up another MS item that can fit into your core build like Force of Nature, Lich Bane, Phantom Dancer, or Trinity Force, or just run 21 utility, or take movespeed quints. Other boots will always outshine movespeed boots.

Again, I am only thinking about this in terms of being a few levels ahead and already having enough money after bos to approach something like a BF sword or a needlessly large rod.
The increased move speed is useful and underrated in my opinion because of the fact that I believe they only work on certain heros or that they require a level advantage.
Greater Quintessence of Movement Speed will only go halfway toward lvl 3 boots from lvl 2 boots(8-10 move speed) with 3 of them, I would use them if I had Quickness as well but they still can't compare to the other Quints like Greater Quintessence of Desolation.

Being ahead is no reason to spend money for the sake of spending it.
The weak lose their freedom to the strong. Such is the way of the strong. And it is the providence of nature that only the strong survive. That's why I needed strength.
If you stay ahead by being in more situations for kills and assists and out of situations which would get you killed, it's not really just spending money-- you could have bought
The Brutalizer and
Berserker's Greaves and run
Greater Quintessence of Movement Speed for the same move speed 2 item slots and 5 more armor penetration. Or you could have run
Boots of Swiftness for 1 item slot with the 25 armor penetration with greater quintessence of desolation for the same move speed and had the option of getting a
Zeal or a
Recurve Bow for the same price as
The Brutalizer to match the attack speed of
Berserker's Greaves.

BoS are rarely good. The ONLY champion I'd get them on is

If you're going for a carry role you need the IAS from berserkers for team fights and more damage. If you're playing a ganker you should pick up the BoS for movement and slowing.
This also depends on your team comp, which we all know in ranked/random games can get pretty weird. If your team has a ridiculous amount of damage but not much CC, you would want to pick up BoS for the shear fact that you can run around and slow for your team, which would turn you into more of a support. Now, if your team can protect you but doesn't throw out a lot damage you need berserkers for the IAS.
These are just a few examples, which can be put into context for every AD hero.
