No tanky AD will build a Catalyst because it doesn't build into anything useful for them. 
Banshee's Veil perhaps, but that's imo far inferior to Force of Nature on tanky champs.

Actually, Garen should run 21/9/0. He is all about dealing dmg earlygame and

stacks so well with his Demacian Justice. And you definitly want
Sunder

There's Rumble, Kennen can solo it but he's not tanky, and... Remind me of the other ones? (I can only think of energy champs who build SV.
Singed is pretty much the one champ that comes to mind who solo's well and can rush a Catalyst to a great effect.
