Yes, they are worth buying. In fact, I still buy them as first or second major item. If absolutely necessary, I will put them off until I buy them as third.
As support, I will always have wards on me one way or another, whether as a
Sightstone or sight wards. In fact, the majority of my leftover money goes to
Vision Wards to counterward the enemy.
My usual pathing at the moment is:
Rejuvenation Bead/
Faerie Charm, 2 sight wards, 1
Vision Ward and 2 potions. I will also have

From there, I will go philosopher's stone or

I hardly ever get sightstone, i prefer to snowball my lane with some early armor and doran's shield(but then again i've often been called a troll for picking jarvan support)

Even though the price has increased, the build path is "easier" now that you can buy a
Ruby Crystal and turn it into
Sightstone later. If you go back to town with like 800 gold, you can buy a
Ruby Crystal +
Rejuvenation Bead + 2 Sight Wards.
And if you are a snowball person like Polse, then you have the option of turning your
Ruby Crystal into an
Aegis of the Legion,
Kindlegem/
Locket of the Iron Solari, or
Haunting Guise.
The important thing to understand about
Sightstone is that it's a replacement for
Heart of Gold, not Sight Wards.

on support J4 I run a page with AD marks and quints, armor seals, and MR/level glyphs...with a 9-21-0 mastery page. lawl....

Don't you love it when players call you a troll for playing a nontraditional role? XD;. A somewhat pro friend of mine who got me into this game calls any nontraditional build a "troll build", but I find that kind of annoying because it's not like they're used for trolling and feeding on purpose. Sometimes I like to play Lulu as APC and occasionally jungle and sometimes my team starts whining about it... until they realize my opponents really don't know what to do with me a lot of the time and that works in the team's favor.
Jarvan is an interesting choice for support, and I'd like to see that. I very rarely see nontraditional roles for support. Once I saw a support Teemo and he was ok. Is your build a more tanky one?
I can only get the sightstone now on first recall during a very good laning phase when me and my partner are either dominating or holding the lane with little effort. It's happened a few times lately... sometimes during a not so good laning phase, I recall with under 500 g and some difficult choices to make and the choice is often mana in that case rather than health, especially if I'm playing a support who can heal.

I only started to miss the heart of gold with this price increase :/. I loved having it as a part of the locket. I have never done that first option before, I might try that sometime. I'm not sure snowballing would work well with an AP support? I can't play melee at all, but if I ever manage to one of these days, I might try it for Taric. Unless maybe if it's done with AP items, but that's too risky early game for me and I only buy AP items if a game ever goes beyond 40 mins. I finish most games without buying any AP items. After Shulerya's nerf, the locket is probably my favorite item, even if the heart of gold is no longer in play. The locket is great because it has CDR which I really appreciate, especially if kindlegem is rushed and I don't have to get the ionian boots of lucidity as quickly. I have a problem remembering to use its active, but I'm trying to get better at that.
