My opinion is that Riot doesn't want to make their life steal items as good as the other items, to promote team composition and usefulness of supports.

BT is as good as the other items(sometimes better, sometimes worse). It just has a dumb mechanic with the farming part.
If they'd change that I wouldn't mind a little nerf.

BT is decent, although if you dont have enough time to farm it out, then I don't think it's worth it. Sure, it's got lifesteal and all, but considering the fact that unless the enemy is realllyyyy bad and you never die, items that stack isn't all that great. And it resets :c

I will say after reding the comments that I agree BT is not as strong as other items that will give you pure damage, but I believe this was 100% intentional on Riot's part.
As it stands (generally) among the high Elo players I've listened to, it's an item you basically buy when your team has no healer to sustain you in lane or early fights. I.E, your support is Janna. You get the BT, and a PD, and ideally use Janna shield for an extra 50 AD.
In this way, you'll be attacking fast, life stealing to heal, and hopefully dealing decent damage per hit.
Does it play out? I don't know. I personally don't like the AD carry support line up. Not because it doesn't work, but because until you have an organized team it's gut-wrenchingly miserable to play with supports, so I just don't do it.
Anyway, the point is even if it is underpowered, I think it is intentionally less powerful due to it's life steal aspect, and I think for it to break 100 AD and not lose stats would make it decisively strong, if not OP.

I'm down :P I think an 80 AD cap that never goes away with like a 20% life steal cap would be ideal.

NEVER buy PD before IE. Just not worth it.
