Almost no one runs 25 armor pen in top lane as far as I know. I'd switch to AD quints. "

"Akali needs a very specific set of runes if you want to play her optimally. You'll want to use runes and masteries to get both passives going at level one.
Anivia should work fine with any standard caster page.
I'd recommend saving for these:
