it would have to be on a CD. Otherwise it would be op. It would need to be around 20 seconds as well as it is so much cheaper than BV. good ideas on alternate passives as well. But giving some CC longer Duration is kinda bad. I dont like items that work against you in any way. there really arent any like that in the game that i can think of and i dont think there should b.

I think you'd have to balance it to make the snares etc last much longer than just 25% more, to counter a 100% reduction to manipulaton. Make it 75% mroe or so.
I certainyl wouldn't buy these boots seeing as snares & stuns are the most common and frustrating ^^.

I think a very interesting idea, and addressing something that hasn't been touched in items yet.
I agree with others, you would need the charge system you mentioned (though I still think 3 is a bit much, most teams don't have that many knock-ups / knock backs on one team) or an internal cooldown.

What does this add that LoL doesn't have?
Airborne resistance, knockback reistance - things that people have been really wanting but there's no solution for other than Banshee's Veil or Black/Spell Shield.
What makes this balanced?
Snares and roots have increased duration, and the cost is higher than any of the boots in game. I could still increase the price in case the benefit of knockback/up resistance being too strong.
What could be changed?
I could have the boots work on a "charge" system where if the charges are down, the effect is down. Say, max 3 charges of "gravity" that complete every 20 seconds, preventing a knockback/up (or other forced movements) costs one charge. Also maybe grant 1 charge automatically if caught in a snare/root.
Otherwise, it could just reduce the duration of airbornes and make knockback effects travel less distance; granting immunity may be too much. In this case, I would remove the increased snare/root duration time.
