There really aren't many times where it's helpful to ult your own teammates. I'd much rather just use 
Tempered Fate on my opponents in the middle of a fight and let my team reposition and co-ordinate better

Bard as Ziggs to know that Bard can be pretty ******ed with coordination.
Solo queue tier list wise, bard is and probably will always be garbage. Not to mentiom, the tell on his ult is fairly obvious. Sire, ziggs ult is similar in tell, but it has a much larger radius in comparison. I dont see bard ever being strong for solo queue until a rework happens.
His Q is strong, but its pretty short, range wise, imo. Meeps are probably his strongest feature if you ask me.

We had a pretty good strat going where we just try to nail the multiman Bard ult to set up the near garunteed
Ziggs ult. While it does have a big tell, Bard's ult has pretty massive range for what it is.
