Because I'm crazy and apparently opinionated:
Crimson Akali - new is better
Stinger Akali
- definitely better still not great
Frostfire Annie
- old is better
Goth Annie
- old is better
Gentleman Cho'Gath
- still ****, is there any difference?
Commando Garen
- meh
Dragon Fist Lee Sin
- old is better
Crimson Elite Riven
- Actually an improvement!
Rumble in the Jungle
- tough call, I like aspects about both
Bilgerat Rumble
- new has a gatling gun???
Tribal Ryze
- eh, neither are great
Triumphant Ryze
- I like aspects about both
Zombie Ryze
- if I have to have one I'll go with the new one, but really think they both suck
Mad Hatter Shaco
- prefer the old one, though there are some appealing things about the new one
Royal Shaco
- not really a fan of either
Nutcracko
- preference for the old one
Workshop Shaco
- meh
Asylum Shaco
- like the background in the old better, but like the fact that the ?jack in the box? is better lit in the new one
Boneclaw Shyvana
- A pox on both of them
Hextech Sion
- one of my favorite skins and one of my least favorite splash arts.
Warmonger Sion
- minimal differences, they both are fine, just wish they would update them to reflect his current model
Warrior Princess Sivir
- I'll take the new one over the old one, but please re-do it soon
Spectacular Sivir
- my favorite
Sivir skin barring possibly
PAX Sivir
. I like both but think the new one is closer to Riot's newer splash arts.
Huntress Sivir
- not really a fan of either the old or the new splash art
Bandit Sivir
- I like aspects of both
PAX Sivir
- Definitely prefer the old splash. How do I get this skin?
Muse Sona
- New one is a slight improvement
Divine Soraka
- old is better
Bilgewater Swain
- much prefer the new, however the perspective is much different than the newer splashes.
Renegade Talon
- are they serious?
Recon Teemo
- New is certainly more hallucinogenic
Cottontail Teemo
- jeebus how do I unsee that?
Highland Tryndamere
- Holy *****. New please.
King Tryndamere
- meh
Musketeer Twisted Fate
- now that is different. Like aspects of them both.
Kingpin Twitch
- new please.
Whistler Village Twitch
- brain says no intelliligible comment comes to mind
Gangster Twitch - New?
Primal Udyr
- Like aspects of both, slightly preference for new.
Giant Enemy Crabgot
- uhhhh
Butcher Urgot
- uhhh
Vindicator Vayne
- Sorry, new Vindicator Vayne there are no rest rooms on The Rift. Take the new and put it in the pose of the old and you would probably have me sold.
Veigar Greybeard
- no ring on new. F'it.
Nosferatu Vladimir
- New
Vandal Vladimir
- the old is more Lost Boys-esque so it gets my vote
Thunder Lord Volibear
- preference for the old
Big Bad Warwick
- Old by a long mile
Feral Warwick
- Slighty preference for the old
Xin Zhao - New
Commando Xin Zhao
- meh
Winged Hussar Xin Zhao
- please make the in game skin look like the new splash Riot. I'll buy it again. Thanks.
Major Ziggs
- preference for the old
Groovy Zilean
- They evoke very different impressions of Zilean. The new one looks maniacal. The old one looks beatific. Old please.
;tldr
Crimson Elite Riven
Highland Tryndamere
Winged Hussar Xin Zhao
Are the only ones that are flat out better as far the new splash arts go.
Crimson Akali - new is better

Gangster Twitch - New?

Are the only ones that are flat out better as far the new splash arts go.
I like the new
Divine Soraka
splash way better .-.

Tbh this batch of splashes seem good or at least decent in general. The only ones I see as controversial are Cottontail Teemo (dat creepy smile is too creepy) and maybe Big Bad Warwick. The rest might be "slightly worse" to some people, but that's the price you pay when you do changes. Most of these splashes were awful anyways, but we saw them as "decent" because we got used to them.
The first batch had some really ugly splashes though, which IMO weren't worth the small benefit a global splash unification gives. I'm guessing Riot couldn't go halfway with the measure, which ended up in a bunch of subpar splashes having to be the official ones. Hopefully they'll step up the splash art update process and this won't matter anyways.

Moving on to other champions, a lot of champions in this patch have received both positive and negative changes (~) which are mostly aimed at lowering the damage output of tanky builds in the current meta, meaning that players who still want to deal the same damage as before (or more!) will now be forced to build more offensive items.
Outside of that, there are also a handful of champions who have received clear buffs. To be precise,
