! = Rework / Gameplay Update* = Mostly bugfix(es) and/or display changes+ = Buff- = Nerf~ = Mixed
Lulu received some buffs to her base mana and movement speed, but Glitterlance damage falls off to 70% after the first target hit, making it more difficult to waveclear and harass through minion waves. The slow duration is also increased to the full 2 seconds at all ranks. Whimsy now also grants 15/20/25/30/35% attack speed for the duration. These changes are meant to buff support Lulu without strengthening her solo lane even more, but we'll see if that's the effect.
Tahm Kench was changed a lot, the most notable change being An Acquired Taste gaining the passive on-hit damage that used to be on his ultimate (though it's lower and stacks up to three times). Thick Skin was nerfed early on, but scales back up to be effective with ability ranks. Devour received some usability buffs that should make the ability less clunky and predictable.
Zyra's ability to spawn tons of seeds through her passive and W was lowered. She also had a bug where thornspitters automatically prioritized champions without her damaging them first, which was fixed.
Moving outside of the support role, Gnar and Jarvan IV both received some small buffs to their basic abilities. Mini Gnar gains a little more range with level and the return distance on Boomerang Throw is 500 units longer. Hyper's damage was also increased by 5. Jarvan IV's Golden Aegis was buffed to shield him a lot more in team fights when near multiple enemies, especially when the ability is maxed.
Kindred, Swain, Vladimir and Volibear all received some nerfs. Kindred's were targeted at their health sustain, losing the healing effect on Wolf's Frenzy but receiving a compensatory effect that slows the movement and attack speed of whichever monster Wolf is targeting. Swain's Ravenous Flock has a much longer cooldown and lockout on deactivating. Vlad's base damage on Transfusion was nerfed and his Crimson Pact was shifted towards rewarding AP over health -- nerfs that were directed at full-tank Vladimir builds. Finally, Volibear received some nerfs to his early game damage and attack speed from Frenzy , slowing down his jungle clear.
Item and Summoner Spell Changes
Talisman of Ascension had a recipe change with Forbidden Idol being swapped out for Raptor Cloak. This means that the Ancient Coin line holds some defensive stats rather than pure utility. Ancient Coin and Nomad's Medallion also received some small buffs, with coin giving 5% CDR right off the bat.
The Relic Shield line received some improvements to the execute damage, making it easier to last-hit minions as you level up. Spellthief's Edge and its upgrades no longer deactivate their gold generation effects after last-hitting pets like Tibbers and Zyra plants.
Forbidden Idol received a new passive that increases the effectiveness of your heals and shields. This new passive is also added to Ardent Censer and Mikael's Blessing.
Ruby Sightstone is 200g cheaper and reduces the cooldowns of your item actives by 20% instead of 10%, making it a more competitive choice when compared to "Eye-stone" items.
Finally, Hextech Rocketbelt had a nasty bug where your ability cooldowns could be spent, but not actually cast if you cast several abilities during the Protobelt active effect. Now, you can no longer cast spells during the effect.
Teleport received some small nerfs making it easier for enemy teams to spot an incoming flank. The channel time was increased to 4.5 seconds and the teleport particle will be visible to the enemy team in fog of war if they have vision within 500 units of the target point. The landing position for teleport will also now be consistently on the side closest to the user's nexus, making it easier to line up skillshots on an enemy champion who is teleporting in (especially to their tower).
