Win rates aren't an accurate means of judging a champion's power. It is only one of many indicators that is influenced by many things itself.
As a Top Lane main, I switched to maxing Q on Sion (except when against someone with range). The mana you spend on casting E to poke your opponent is hardly worth it, especially with the new mastery system.
I remember asking Vyn about Sion support a while back and I maxed E for the obvious poke/slow. After the nerf, the mana cost became a bit high... I mean, I don't think he's necessarily bad, but he's got problems.

This is a really broad question and difficult to answer because there are so many variables. I can therefore only give a general answer:
Try to minimise casualties, in other words make sure the enemy's advantage cannot snowball to other lanes. Ward up defensively so you can spot their roams and try to be able to mirror their roams so you can give backup to the other lanes. If they take your tower and continue to overextend, you can also ask for ganks but be careful not to get 3v3'd if their jungler is around as well.

Tier 1: Karma, Bard, Nami, Braum
Tier 2: Zyra, Alistar, Soraka, Sona, Janna, Thresh
Tier 3: Taric, Lulu, Leona, Blitzcrank
Tier 4: Zilean, Annie, pretty much all 'unconventional' supports
Not sure: Tahm Kench
Tier 1: Pretty much always good picks with very little poor matchups and other weaknesses in the current meta
Tier 2: Other good champions but with certain weaknesses or niches in order for them to work as well as tier-1 champs
Tier 3: Niche champs, champions that are generally poor right now due to inherent weaknesses but can work within a niche
Tier 4: Mostly champs that are theoretically considered supports but generally shouldn't be played that role, unless absolutely mastered.
